In California, a county that decides to write it’s own charter can modify many aspects of governing control. This can be a great benifit to the people of that county in the ability to tailor government to the needs of the people on a local level. Amendments to a charter that doesn’t have sufficient safeguards can be disasterous as power swings from one controling faction to another. The US bill of rights is an excellent example of a set of initial amendments that specifically protect the rights of the people from tyrannical over reach. Be warned, if proper safeguards aren’t installed then power will most certainly be consolidated in the wrong hands.
