In California, a county that decides to write it’s own charter can modify many aspects of governing control. This can be a great benifit to the people of that county in the ability to tailor government to the needs of the people on a local level. Amendments to a charter that doesn’t have sufficient safeguards can be disasterous as power swings from one controling faction to another. The US bill of rights is an excellent example of a set of initial amendments that specifically protect the rights of the people from tyrannical over reach.
